Case fans don't start on first bootup

Hi everyone

So I am having this weird issue where if I shutdown my PC and then press the power button to boot it up then the first time i do this the case fans are not spinning. I have to turn off my PC by either holding down the power button or just after it boots to windows I can then shutdown and start again and then the fans will spin. Therefore I need to boot up my PC twice to make the case fans spin what as you might expect is a bit annoying...

My case is: nzxt h440
mobo: asus pro gaming z170
PSU: corsair rm650

Also, worth mentioning is that the CPU fans work just fine with the first bootup.

I am not 100% sure however this issue appeared after I have connected a second fan to my CPU heat sink ( I plugged it into the OPT_CPU socket on my mobo). Or alternately this problem could have happened when I installed the Asus AI suite 3.

Have you ever came across an issue like this, and what could be the solution ?

1| Can you please pass on your full system's specs inclusive of your OS?
2| Are your fans connected all to your motherboard or the molex from your PSU? Speaking of fans, is your H440 the 2015 version with the PWM fan splitter hub at the back of the motherboard?
3| Have you tried uninstalling AI Suite 3 and seen if the issue is apparent while you've also removed fan number two on your OPT_CPU motherboard?

It could be a power issue but your full system's specs will paint us a more vivid story. You might find it in your best interests to include the fans you're using on your build.
