What does it depend on which graphics card I buy?

I would like to buy graphic card for my pc, I thing that you need procesor info, write?
It is intel core i3-2100 4 gb ram 3.10 gh.
I want to play all games in ultra graphics (gta 5 primary).
Do I need better procesor or more RAM for that?
Please answer all my questions and suggest me the best solution!

There isn't really a configuration (for less than $3000) that will let you play EVERY game available on ultra settings. There are a growing number of games that have crazy minimum requirements, let alone recommended.
I'm going to assume here that you'll be gaming at 1080p, 4K ultra gaming is going to need one of those expensive rigs.
It took 2 GTX Titan X's in SLI for 40-100 FPS at 1440p here. http://www.pcgamer.com/grand-theft-auto-5-gameplay-max-settings-at-60fps/

Maybe you should state a budget for starters? If money is no object you can get wait a few weeks and treat yourself to a Broadwell i7-6950X and four 1080's but I assume there is an upper limit on spending.
