PC turns on slowly, keyboard not working, usb key light not flashing.

So I was trying to boot windows 10 from usb and then it told me to reboot the computer so I did and from then on the keyboard is not working and usb light is not flashing.

And I think this PC turn on problem was before trying to boot. So when I press the button to turn on the PC the fans spin and stop a couple of times and then after a few spins it finally turns on.

I would suspect the PSU but look over the motherboard for any blown or leaky capacitors. You could try discharging your motherboard by turning off the PSU at the back and holding the power button for 5-15 seconds, turn the PSU back on then try booting. Doing that may stop the behavior.
