Your friends are wrong. You can have more video RAM than system RAM. They are completely unrelated.
Exception being AMD APU's (A4 to A10 processors) and intel's integrated GPU's which don't have their own dedicated vram and use normal ram as vram.

In part it can depend on the card, i.e. the Titan X which has 12GB of DRAM calls for a minimum of 8GB of system DRAM and recommends 16GB. What it sort of comes down to is to fully utilize the GPU's DRAM you need enough DRAM in the rig itself to feed the GPU. We will probably be seeing more of this to come
