GPU Usage Spikes slowing down PC immensely

Hi,
I've been having an issue with my PC lately. Both internet videos and movies from hard drive have been freezing for a few seconds and then going back to normal. A few days ago the PC started randomly freezing when watching videos to a point where I'd have to restart the whole system so it runs normally./hasn't happened while gaming yet/. I used MSI afterburner to see if there's a change in the GPU usage and it basically spikes from 0-1 % to 99 % with nothing open to load the GPU. I tried deleting the drivers and getting the latest one from Nvidia website but it didn't help. Neither did malware clean up, hard drive optimization et,c. The CPU and GPU temperatures are normal when idle being 33C and 38C, but whenever those spikes occur both temperatures rise up. Would appreciate if anyone can share their opinion on the issue.

Browsers I've tried it with: IE, Chrome, Mozilla
OS: Windows 10 64b

Tried both removing all the old drivers and installing new ones, as well as clean install of Adobe flash, but none of those seemed to help. Currently waiting on a new PSU. From what I've read about the CX series after your comment on it, there's a high chance of the PSU being the cause of all this. Will give an update whenever I've the new one set.
