Internal Failure 0x80040707, Required Installation File Missing

I'm trying to install F1 2002 to my Windows 7 laptop. Whenever I try to run the Setup from the CD, it gives me this message (it displays this twice):

Internal Failure
Error Number: 0x80040707
Description:

Then it gives me this message afterwards:

Required installation file is missing or corrupted. (setup.cfg)

I've tried compatibility mode and that has worked to no avail. Can anyone give me some ideas?

run SFC /scannow in a command prompt with admin rights = it may fix it.

its funny when i search for a solution and find the same post on another forum... it happened yesterday too

Solution
Only thing I see with a specific answer is "it won't work" http://www.justanswer.com/computer/2x31x-ea-sports-f1-2002-ran-fine-windows-xp-windows.html but feel free to do a web search for "F1 2002 on Windows 7" and see if anything in the results get you working. There are a few YouTube videos in the results, look at those and see what they are about.

The other thing is that the disk may be bad, most posts are about it not running when installed, not installing issues.
