Computer turns on but no beeps (CPU COOLER REPLACEMENT)

Well today i installed a COOLER MASTER TX3 EVO on my cpu.
And it can't turn on :(

Actually it turns on fans LED's working everything fine, but no beeps.
I spilled a bit on the CPU chip and removed it with tissues.

Any help? please?

Can you please check to see that the cooler isn't touching any of your power delivery componentry ie. the capacitors or VRM's? Have you made sure you followed through with the instructions provided in the manual included? There isn't much to work with in terms of an Intel platform but there is a video for installation on the AMD platform.
