CPU heat issue.

Sorry for a long post but It's a long story and I've tried so many things and just want this to go away.

So my old i7 4790k was idling at 50-60 and would go up to 100C under load so I reseated the cooler and reapplied thermal paste and was still having the same issue. So I tried that again and still the same issue. I ended up swapping out that cooler for a h80i v2 liquid cooler and it would sit at 50C and not go any higher. Also it would constantly shut off and say "overclock settings failed" but I'm not over clocked. I went to update the bios and it bricked. So I tried a new mobo and had a PC repair place reseat the cooler and was having the same problem. Now I'm running a new mobo and new processor (i7 6700k) and recently upgraded to Windows 10. Same issue, 50C idle and now my task manager says 100% load all the time and it's stuck In turbo boost mode at 4.2ghz. What could be my issue? I've messed with power settings, loaded optimized defaults in the bios. I'm at a loss as to what is happening here.

Yes, my first was the i7 4790k and now I'm using a i7 6700k that I bought yesterday. The issue I'm having now is the task manager is saying I'm at 100% CPU utilization and forcing my CPU to 4.2ghz when I'm not doing anything. This only happened after the install of Windows 10
 
on your old mb if it an aus with the usb flashback port you can reflash it without a cpu or ram you just need power to replace it. if it was asrock or other mb some of them use a small 6 pin bios chip that can be pulled and replaced for a few bucks. a lot of mb with two bios if you did the bios update in windows and it locked up. most times if you put the unzipped bios on a usb stick an leave the pc on for 20 min or so the bios sometime can be recovered. for the new mb and cpu error sounds like your pc is infected or there a damaged program. did you reinstall windows clean whe nyou got the new mb and cpu if you did not do so. run anti virus and maleare and hitman pro..ccleaner see in task manager what app stil lrunning all the time.

My old board was a MSI and so I just returned it to save myself the hassle of trying to recover anything. As for this new issue I upgraded from Windows 7 and kept all my files so it wasn't a fresh install. I ran a virus test before I bricked my other mobo but I'll run another when I get back to
My PC. This is all so discouraging, everything I've tried hasn't worked yet. Could I have the worst luck ever and have a faulty board or CPU now and that's what's causing the higher temps?

Also I checked in Hwmonitor and it
Says my utilization is going from 0-7% while task manager still says 100%. But the frequency of 4.2 ghz matches. I'm reading now that this is a common issue in Windows 10.
