Bad performance and high heat

Having trouble getting my PC to run properly. First i couldn't get my CPU running over 800mhz, ive fixed this by turning off Speed Step in the BIOS (maybe not the best fix for it but its the best ive come up with so far). Now its running at its proper 4Ghz but its temps under load are getting around the 70-80 degree mark and a stress test using Prime95 (on Blend settings) got the temps to 100 after around 5 mins of testing (which got me scared so i ended it)

Any help would be greatly appreciated.

Are you using the stock cooler? What are the ambient temps in the room your pc is in? Did you run p95 version 26.6 or the latest version?

If running with the stock cooler try replacing it with something like a cryorig h7 at the very least. The stock cooler is pretty bottom of the barrel and the 4790k is the fastest ht cpu on that socket so it tends to run the hottest.

If your ambient temps are a bit warm (closer to 30c than 20c) again a better cooler will be key. The higher the ambient temps the less any cooler has to work with. Meaning you need a more efficient (larger, better performing) cooler.

If you're running the latest version of prime 95 it can cause the cpu to run hotter than a standard stress test. Try using version 26.6...

Check the intel temp guide sticky thread at the top of the cpu forums, it details why. If you're running the stock cooler I wouldn't recommend running p95 a whole lot, 70-80c under normal real world load sounds about right for that cooler. P95 is designed to push the cpu harder than most real world work loads to produce a 'worst case scenario'. If your temps under p95 were say 80c then realistic temps for normal programs like games would be around 65-70c.
