No Display On Boot - Gigabyte r7 370 - Asrock 970 Extreme4 Code 99

Hello.
I recently put together a new PC. When I power on the computer I am getting no display whatsoever. I am not able to access the bios and I am getting error code 99 on the debug display on the motherboard.
Specs:
AsRock 970 Extreme4 (Bios version is 2.8 according to the bios chip)
AMD FX8320-E
Gigabyte r7 370 2GB
Kingston HyperfuryX 1866mhz 1x8GB
EVGA SuperNova 650W Gold

According to the manual, code 99 means "Super IO initialization" or there is a problem with the PCI slots. If I powerup without the GPU in, I do not get the error code, but then I obviously have no display.
Once the debugger gets stuck on 99 if I press F2 or Delete on my keyboard it changes to code d6 which means there is no VGA card detected.
All fans, including GPU fans, spin but no display.

I have connected all power cables in the correct spots. And have tried different cables in different ports on the psu.
I have tried the memory stick in different slots.
I have tried the video card in different PCIE slots. And it is sitting in the slots properly.
I have tried different monitors. And tried DVI and Displayport connectors.
I have tried with everything connected (additional PCI cards, SATA drives, fpanel, USB headers). And have tried with nothing connected but the CPU, PSU, GPU, RAM.
I have tried clearing the CMOS. (I did not take it out of the case when I did this. Some people say it needs to be out for it to work).
I have tried searching every support forum and contacting customer support of my gpu, motherboard, and RAM, but they haven't responded yet or were not helpful.
The motherboard does not have onboard video for me to try.
I do not have another GPU to test (I used to have an old one but chunked it a few months ago). If I take out the gpu and only put in my other PCI card, I get no error code...but there is no display without the gpu.
And I do not have another system that I can test the components in.

Either I'm stupid and missed something (been a long time since I've built before). Or I have a dead component (probably GPU or MoBo). Any help would be appreciated. I am hoping I've done something wrong and not have to send anything back.
 
Solution
The 99 related to GPU/ pcie slot, or even the PSU, because you already try all the troubleshooting, and you don't have other GPU or PC to test.

So 1) ask your friend for help. test the GPU, r7 370. 2) Go to the local PC ask for help. Because if you don't have other GPU or PC to test, you will never know the problem.
