Over heating Problem

Specs:- I74790k
Coolermaster hyper212 X
Nvidia 750ti
12gb ram
Cooler master 650w Psu
At ideal state my cpu temp is at 45C at 0 load
No overclocking
Hyper 212x was fixed by a hardware person not me

That's normal when using Prime95 28.9; if the main purpose of your system is to run that, then you need a better cooler. It would be better if you used Intel XTU since you could see individual cores (if you enable all hardware monitors) and you'd also know if it's throttling.
Unless it's abnormally high, idle temperature is not meaningful; what is it at full load? What is the ambient temperature? If the CPU doesn't reach 100°C while running the latest version of Prime95 Small FFTs for a few minutes (stop it if it gets close to or reaches 100°C) and the ambient temperature is normal, then the cooler has been correctly installed.
 
100c at any time with that cooler, something is clearly wrong.

Did it work previously and has now stopped? Or is this a new build, or new cooler just added?
Is the fan on the CPU cooler connected and spinning?
Is the cooler clear of dust and other obstructions (you should be able to feel the air passing through the tower cooler).

If this is a new build/new cooler, if you can, you should take it back to the person who fitted it for you. Something's not right. Most likely that they haven't fitted it properly. You can either take it back or google how to mount that cooler and have a go yourself.

I have no idea about his experience
My processor was heating before installing the cooler as well thats why i recently bought it.
I also went thier again but he said there is no hardware problem and blamed the summers
And no overclocking
 
Why did he blame the summer? Again what is the ambient temperature where the PC is being used? The outside temperature can have an effect only if you don't have air conditioning; if you keep the room at less than 25°C, then you should have no overheating issues.
