Hello i have an old pc CPU:Intel Core 2 Quad Q6600 2.4 ghz ,Ram:3Gb ,Gpu:Radeon hd 5450 ,Motheroard:Gigabyte 946GMX-S2 ,Power supply :250-300 WATTS . My question is can i overclock my cpu not so much at least 3ghz with that specs and another question is if i go up to 3 ghz will i see some changes on fps?

The Q6600 can easily achieve 3GHz, assuming you aren't using an Intel heatsink/fan.

However, without knowing the brand of PSU you are using, I would not ever suggest overclocking with it. Keep your CPU at stock speed or the low-quality PSU may easily fry the entire system.

also overclocking the cpu rarely brings more fps. typically 1-2 fps on a game already giving 60+ unless its really cpu bound.
but saying as most games are gpu bound oc'n the cpu will oftn give you little in return for the extra power consumption...

the only reason to oc a cpu in real world is if your gpu is bottlenecked by it. your current 1 has pretty much zero chance of that.
