Dell Optiplex 755 Minitower won't boot - when push power button, amber light flashes, other problems..

Have had trouble with this PC for several months now, but finally won't boot. Used to have green light flashing when I would plug it in, without even pushing the power button, but wouldn't boot. In the past removing 2 memory cards worked for about two months but now it won't boot at all. The other day I came into work and the solid amber light was glowing so I pushed the power button then couldn't get the computer to respond again.

Now here is the status of today's investigation:When pushing power button, nothing happens. Began debugging: took out 2 PCI cards but not PCI x16 because it is bolted in and that is how the monitor is connected. Took out all four memory cards. Then pushed power button and amber light flashes but nothing happens. LED light on motherboard is glowing, so I know it is receiving power, but none of the fans are turned on. Then I go to lunch, and come back and solid green light is on, all three fans (power supply, processor, and PCI 16) are on, and indicator light 1 is glowing green, because no memory cards are installed. I put one memory card in and nothing has changed yet. Both fans still running and solid green light and number 1 light. Hesitant to push the power button in case it doesn't turn back on.

Pressed and held power button and it turned off. Then pushed power button again and flashed amber. Just one memory card installed.

Walked away for 10 minutes, pushed power button, and the whole thing boots up! But I only have one memory card installed so had to install a second one. Now it is running the pre-boot system assessment (build 4505) and both memory modules were fine...why does this keep happening? if it were power supply or motherboard, it would just not boot.. not all of this inconsistency...
 
Solution
I fear your motherboard may be dying due to dying capacitors

Look at capacitors especially those near the cpu socket
If the capacitors are ouzing liquid or bulging this confirms diagnosis

Replacement dell motherboard probably would have same problem
New motherboards may still be available but you have to check connectors on Dell motherboard are standard esp microphone headphone jacks
Power Switch, leds , usb etc
