I have mentioned in my main post, my PC only supports up to GTX 750, not sure about GTX 750 ti.
Your PC itself has no support limits regarding GPUs. Your question has been answered amply.
As in technical, yes it has no limits but in practical, no, it has limits. Dell OptiPlex 960's, espically SFF which I got, are made for server-use only and not made to be 8GB DDR3 with 1TB SSD and a huge GTX 1080 with a 850 watt PSU. I have already upgraded evrything I can except PSU and GPU for a clear reason, SFF are pain in the back side, I have tried to move everything to a gaming case but the thing is, it will not power on unless heatsink is screwed on and its impossible to screw it on, another case because on SFF the screws go thru motherboard into the another side, and its impossible on another case unless I drill holes and I would also need a mini ATX extension cable for PSU since it's 10cm long and the PSU would need to float and every IT guy knows that mini ATX extensions cables are like unicorns and only 2 websites in the world sell them and they don't come cheap, and those are 2 that actually work and not those fake ones.
