airflow vs air balance pc fans

Solution
I guess by "Air balance" you mean balancing intake and exhaust fans. This isn't important.

If you have more intake fan airflow, this will create positive pressure in the case. This is good for keeping dust out providing the intake fans are filtered.
With a positive pressure design, it is important to choose fans with decent static pressure.
Exhaust air comes out of available vents as well as any exhaust fans.

The other option is to use primarily exhaust fans. This can be good to pull hot air away from components like your CPU. Air comes in through available vents as well as any intake fans. You have to be careful that cool air will get to all components and dust can be an issue.

Either can work if done properly. Ideal is positive...

Either can work if done properly. Ideal is positive pressure with an exhaust fan for the CPU and a graphics card that exhausts air from the case as well.
