Or, should I settle with my laptop's USB 2, (since USB 3 is interchangable)

The video card I want to hookup, and the pcie is linked.
It has no power specification requirement.
My laptop can probably power it, in its own limit. Some cards don't need extra separate power supply, once hooked up to a comp.
