The fx 4300 will definitely bottleneck a 1070 or 1080. You should probably upgrade your cpu + mobo first to get the most potential out of your next gpu.

Depends on your cpu, whether you choose to go intel (recommended) or stay with amd.

you get to keep your DDR3 ram. The 4790 is just as good as the 4790k except it's not unlocked. If you wish to overclock you can get the 4790k but you will need a better motherboard. But it's all up to you.
