1st computer build and the graphics card isn't working right

Well, its not quite a computer build, more of an upgrade. So I am upgrading the Graphics Card, Power supply, and the Case of my old Inspiron 620s (eventually switching everything), and while the case isnt here yet (coming UPS, taking forever) (PC on cardboard box currently) everything was working great until the graphics card was plugged in to my MoBo and hooked up to my monitor: blank screen, USB devices not lighting up. Everything works fine if I unplug the graphics card and use integrated graphics, USB light up, windows 10 boots fine. The Graphics Card fans spin and it gives me a pretty white light on it as well, so i don't think the graphics card is the issue... Any ideas? Please help, im wanting this done by tonight.

Things ive tried:
Changing display from integrated to PCIE:There wasnt that option. There was no option for anything graphically

Updating bios did nothing

reseating CPU did nothing

turning it off and on did nothing
