low FPS despite good hardware

I am writing in regards to my computer which I have been having several problems with. I am young and looking for someone with more expertise than myself.
The issue
I have been building on from a previous computer, however all of the parts and even the case have been replaced except for the hard drive. Despite having good hard ware I am experiencing low frames in games such as csgo where I play in 4:3/ low resolution and low graphic setting and still do not exceed frames over 200. I also experience low frames drops in fallout for where I have managed to run 60fps on the lowest setting with a little adjustment to the game file but the frames still drop to below 30 fps and ive already checked the cpu core temps and gpu temps while in game and have been to best buy where the preformed full system scan and removed any viruses if any were on the computer and still have the logs from best buy if you would like to see them

- Msi gtx 970 (4gb) I am writing here today i
- I7 4790k
- Super nova g2 power supply
- One new hard drive and the previous hard drive from my old computer(which had different parts)
- 16 gb of ram
- Solid state drive 120gb
- H100i gtx cooler
- Maximus vii hero mother board

On 4:3 you should be getting around 300fps.

Is your multi core rendering on in video settings?

Download CPUZ and GPUZ to check if your CPU and GPU are working properly.

Additionally, what resolution is your monitor?

yes i did check the graphics to see if it was working and do have the lastest drivers

they are plugged into the graphics card

i had the graphics card plugged into the 8x and moved it to the x12 could that have been the problem
