FPS Drops across all games (10-20 fps)

Let me start off with this, my build: http://pcpartpicker.com/p/j2ffMp

So about a month ago i bought a GTX 980 ti. At first everything was perfect, everything was running a smooth 60 fps. About an hour into playing the Division i noticed that frames had dropped to about 10-20 fps, about every 5-10 minutes it would do this.

I noticed when these frame drops happen, my CPU and GPU seem to get throttled. my core clock on my CPU is usually at 3.6MHz, and when my frame drops it goes down to 1.3MHz. I've tried disabling Thermal Throttling and that didn't seem to work. Disabled Cool 'n Quiet on my MoBo. I've also done so many other things that i can't remember every one of them.

If anyone i willing to help that would be great! Thanks!

i suggest you to have a look at the temperatures of the cpu and gpu and find the root cause of thermal throttling, in most cases, the cause of thermal throttling is high temperatures and if you manage find the problem and fix it you will have no such issues. The cause of the problem might be insufficient thermal compound, lack of proper ventilation, etc. you may install one of the monitoring softwares form this link http://listoffreeware.com/best-free-cpu-temperature-monitor-software-windows/

Hey dude.. That is why I am a huge fan of backing up my OS..

1 software utility I would unequivocally sing the praises of is the "Acronis True Image Home" -- Any no. of x things could go wrong, during normal usage -- registry settings could get messed up, drivers could get corrupted, game setings, etc etc etc.. It is impossible to expect a normal user to keep track of all these factors when his primary goal & focus, is PERFORMANCE with a capital P..

What "Acronis True Image Home" -- I'll call it ATIH, allows me to do is -- after finalizing my OS exactly the way I want, It allows me to back up my entire 50GB partition into a 7-8GB file.. Of course I have almost 37GB free space on a 50GB partition but still 13GB -> 7GB is really awesome.. The main thing is the time that it takes me to backup is 5 mins and almost the same to restore..

On many occasions it has proved a life-saver.. You might want to start fresh this time & have the OS backed-up..

Unless you didn't list all of your components, you most likely ignored the ASRock warning and that's why the VRM throttles the CPU. Since you installed a liquid cooler instead of the stock cooler, you need to install a fan that displaces enough air to cool the VRM; then it won't throttle unless you overclock and that requires a better motherboard with an 8+2 phase VRM.
