As stated I am looking to replace this video card with a card that has a HDMI out on a budget. Not a gamer just want to hook it up to my Vizio smart TV. Can't afford a new PC. Runs on Windows XP.

System: Dell DIM E520, Pentium D processor 820 with Dual Core Technology (2.80Hz, 800FSB), 2GB DDR2 SDRAM at 533MHz.

I have read a HD4670 video card would not require a separate power supply and has worked on this model. Anyone have a suggestion on a card that would work as economically as possible?

You're looking for a card that doesn't require a PCI express power plug. There aren't many options. Try a Radeon HD 5450 or 6450 (slightly faster). That one doesn't need an auxiliary power source and has HDMI. You can get them for around $40 to $50. It's fine for your PC.
