looking for an amd chip that is not really old, and that can be overclocked with a cooler to get better price to performance than an i5

Solution

By the time you buy a high end motherboard and expensive cooler for any AMD you want to overclock and still its outperformed by any stock Skylake CPU at most or all activities the Intel wins the price performance easily

The 8350e does not exist. There is an 8320e and an 8370e however.

Due to the lower tdp neither processor lives up to its non-e counterpart even overclocked a lot. And no matter how much you overclock them you are never going to outperform a current model i5 or even most prior gen i5's except in some very specific applications that can use all 8 cores.

If you don't own anything right now I implore you to go with an Intel for now, AMD should be left alone until Zen comes out later this year. The current AM3+ FX processors are practically ancient.

Honestly, just take AMD off your list. AMDs run hot, are less stable then Intels, and they have worse build quality. The newest one you can get so far has a 28nm design, which isn't very impressive. If you want a good processor with good price to performance that isn't over the top price wise, in fact just 40 dollars more than the 8350, the 4460 is a great budget option that will give you great price to performance. If you're going to be stubborn about it though and have a thang for AMD, then go 8320. It's 15 bucks less than the 8350, and it's honestly just a slower version.

Completely correct, especially when you factor in heat and power draw.
