USB 2.0 not working, mouse on 3.0 keeps disconnecting

So a few weeks ago I got my water cooling replaced at Canada Computers, before this I had no software problems or hardware problems. When I got it back windows failed to launch multiple times and I had to format it. Upon formatting I quickly realized my USB 2.0 slots weren't working because my webcam and mic didn't work on my computer anymore, I tried mouse and keyboard in other slots and they didn't work outside of the 3.0s. I checked the device manager and there is problems with 2 USB controllers this is what I get for device status:

This device is not configured correctly. (Code 1)

The installation failed because a function driver was not specified for this device instance.

I have both tried to update and uninstall then reinstall the drivers

When I try to update the driver I get this

my motherboard is a z68 extreme3 gen3 using windows 10

I have also reset my CMOS and and reinstalled my chipset driver to no avail.

2.0 and 3.0 are also enabled on the BIOS

Yeah I do, and I did, still the same problem, also when I formatted my Windows 10 search bar is being weird and only working after I end task.
