Unable to install drivers on new Pc build

So I just assembled my new PC but I realized the old DVD RW drive I have won't work. it has IDE socket and my new mobo doesnt support that.
Only sata drives. Now I know I could probs get an adapter or a cheapish drive, even used but I'm trying to solve that without spending money.

Main problem is, I can't install drivers. For some reason USB ports work in BIOS, it detects my flash drives there but it won't let me use them in Windows to move drivers from laptop to PC.
After Windows installation (bootable usb), i dont have access to interentet, even after plugging it in, it wont work due to missing drivers.

So right now im pulling an all nighter trying to figure out how I can possibly install drivers on a PC with no net connection, no optical drive and without acess to USB from windows.
the bootable usb i used is 2.0 and i cant see it from windows either.

I tried adding usb drivers to bootable but i get some error using dism mount commands so i already wasted some time downloading and trying to make it work with WAIK.

Perhaps you could aid me with more ideas

BTW, its Win 7
