Intel Core i7 950 got +20c on idle in just one day!

Hello gentleman! I am here asking your help,i have searched and tried thinks for like 6 hours and no success so here how it goes!

pc setup:
CPU: Inter core 950 3.02ghz
GPU: GTX 780 mhz eddition
PCU: 750w crossair
Motherbord: Gigabyte X58
Ram: 8gb
Windows 7

got some random freezes on fall out 4 and gta V and after my first tough was about the software/game/driver then i searched for cpu temps!
gpu temps was realy good (30-33c idle and never pass 70 on any game)

so i start to search what is going on with my temperature and i see a 45-50c on idle and 70-75 and some times 80 in gaming!i runned the test from the common program (forgot the name) and it hits 90c in like 3 minutes and i turn it off! i tough ok its to high but if you think that the cooling fan is the stock and i didn't have change thermal paste for the 5 years i have the CPU is normal! so i ordered a new cooling air system (cryorig h5), it could take a week to come.so no pressure till the new cooling!

all was OK now till yesterday that i started my PC and as i do every day i run the real temp and got an 65-70c on idle with out do nothing! the first tough was virus/Trojan, scanned with my karspesky and with malware bytes but nothing was found!(CPU usage 10%) looked on process explorer and still all was ok !! so i tough OK i need i to change my thermal paste asap ( i was waited the new cooling) so i open up my CPU and yes i see the old paste was hard and dry so i remove it with alcohol and clean the both CPU and cooling good! apply new paste (cheap but didn't have something better) and the temps was drop down like 5c-10c but still to high! i got like 55-60c on idle that is to high ! i searched again here on the forum and on the google with out find anything!

the only think i found was that my cpu was running on 3200mhz and 1.30v or 1.35v(not sure), turned off turbo boost as i tough maybe it oc it self (wtf :-D) but nothing happents!the only possitive i saw was the 3100mhz and a bit lower volt than before but the temps still same (55c-60c) on idle!

then i tried to play heroes of the storm to see what will happen on load and i find that the temps was on game was right the same as before i got the idle +20c and it was like 60c-70c and max hit was 73 on first core and 71 on the rest!

i am really really sorry for the long post but my head is going to blow, i don't really know what to do :-/

Does it happen right after you turn it on? This is fine unless load temps are fine. Sometimes, the CPU heats up quite a bit after booting. I'm not yet sure what causes this, but I assume it's the motherboard controlling the fan speeds when you boot.
The first thing that comes to mind is a failure in cooling:
Make sure that the fan is spinning, make sure that the block is well mounted on the CPU (if in doubt, take it off and put it on again, reapplying thermal paste).

Please inspect your CPU cooler mounting properly (it is VERY easy to think its well mounted and have some part of the motherboard pressing against the cooler).

I dont think there is a significant chance that it is anything else.

The fan is working but i am not sure if it work properly as i cant measure it, when the temp going up i hear it work faster by the way but i am not sure if it runs properly!

hmmm well its a 5 years old too like the cpu so i am thinking maybe it has started to die and maybe it lose some speed ? that enplane it i think ! well i will test again as you say, i will remove and install again the cooler to be sure! the new cooler will come in 3-4 days so i hope it will fix my problem!
