You don't a processor upgrade, the i7 2600 will do fine. The i5 4460 is incompatible anyways. I would get the video card and that will work. I would also get a new power supply to avoid early death of the new card. You will be able to run gta at 1920x1080 in ultra settings using 970. You can also add the fans in the way you wanted to. Make the front fan an intake and the back fan an exhaust.
