What should the temperature of the CPU be at while running prime95? or overall any stress test.

Using a intel core i7 4770k goes to over 80C on stock speed (3.5ghz, 3,9ghz boost)
Also using a h60 water cooler
UPDATE: reapplied thermal paste and did test again been running for 5 minutes ish and hitting a max temp of 74C is this good? same speed as before but for some reason running at 3.7 ghz in prime95

Solution
He may have delidded his CPU, which would greatly reduce temperatures. At stock, it's normal for a 4770K to run at those temperatures.

The 4790k is a newer revision with an improved thermal interface between the die and the underside of the IHS, and as a result, it runs cooler. Are you sure it was a 4770K and nor a 4790k?

I bought this water cooler because my stock cooler was hitting over 95C+ this just seems very weird imo

Looking at a video with a guy running prime95 and he hits max 60C with same cooler so mine is very hottt

95c is still safe at stock speeds, though that's pretty close to throttling temps. Intel would honor a warranty on a CPU that ran at 100c constantly for several years, because they're confident it would not prematurely die at those temperatures. Shutdown occurs at 130c.

It's important to note that you can't compare the temperatures as reported on modern Intel CPUs with those of AMD or older Intel CPUs, because the temperature sensor is in a different place. "80c" on your i7 may well be physically cooler than "50c" on an FX CPU, because the sensor is closer to the hottest part of the chip.

Im sure it was a 4770k but as you say it could've been delidded
Should I get a new CPU water cooler? I can still return this one. Which one do you prefer if so?

The H60 is not the best cooler, but I wouldn't bother. 80c under an AVX load is completely safe and normal. Your CPU will safely run at those temperatures for decades at stock clocks. And besides, how often do you run Prime95? I doubt your typical day to day use includes a lot of AVX2 loads.

i tried running it in 20minutes and wow. I reach 100+C

That seems high; that cooler ought to be able to keep your CPU from throttling. Does the cooler get warm to the touch when the CPU is that hot? What RPM is the fan spinning at?

You might benefit from remounting the cooler.

However, if you don't throttle in day-to-day use, I would not consider it to be a problem that needs immediate address.

I put the cooler on harder and I get average 70C at 3.9ghz that was the problem lol
