New PC having issues powering up

I just built my first rig.

I am having this issue where I hit the power button and the PC starts to power up but then shuts off, then tries again and shuts off again. This will continue until I either unplug the power cable from the PSU and retry or, sometimes, it will finally power up on its own.

It may take several attempts, but eventually it will come on and seems to operate fine once it successfully boots.

I originally thought that the CPU was overheating but that is not the issue. Core Temp shows that all four of the cores are running between 28-56 C. Bios shows the same, as well as mobo running around 38-40C. I stress tested it by running a few games. Very briefly, the CPU peaked at 100C, but then dropped back down to the mid 50's.

All drivers/OS are updated.

PSU: Topower ZU-1050W ATX12V v2.2/EPS12V v2.91 (installed fan-side up)

HARD DRIVES: 1 x 120GB Kingston SSD (Windows Drive)
1 x 256GB Crucial M550 SSD (Gaming Drive)
1 x 1TB WD Blue HDD 7200 RPM (Storage Drive) <not connected to mobo>

OS: Windows 10 Home
