is this a good $700 build

Hey guys can you please tell me what you think of this build:http://pcpartpicker.com/p/nfjtxr.
I'm open to suggestions but can't go above $710,if any of you can help I would be really thankful.
(The peripherals also count since I don't have any of these lying around because we mostly use laptops here.First time builder.)

Not sure if the AMD processor supports DDR4 but if it does, you may want to look for a motherboard that supports DDR4. Not that you'll notice that much of a difference but thought I'd mention it.
Also, you could get two sticks of 4GB RAM at a similar price which would allow dual channel support. This would give you a little bit faster speed. Would you notice it? Probably not but it's an option. If it's the same price, I would consider two sticks of 4GB instead - just made that decision myself.
I have the EVGA GTX 950 and I'm happy with it.

Not sure if you really wanted a 20 inch monitor but I think you would enjoy something bigger. My son just purchased a 43 inch Sceptre tv from WalMart and the color looks great (sound is bad).
I bought this power supply http://www.newegg.com/Product/Product.aspx?Item=N82E16817438012 which had a rebate a few days ago - they may run it again and it's cheaper than what you have listed but not semi modular.

Thanks for the suggestions but the ram is actually DDR3 not DDR4 but the monitor is pretty nice and about the GTX 950 what kind of games can it run on med-high settings.

I can run Rocket League at full settings. Cites:Skylines runs great on full.
