Total War: Shogun 2 Cheapest build for ultra settings several years later

Hello All,
I have a very specific request here. This is a little back story:

With the upcoming Total War Title, Warhammer, just days away, I came to realize that scratch building a PC for this was well outside of my current budget. I had shelved Shogun 2 due to components in my old PC being inadequate. I sent the PC to my Father years ago. The only relevant part I have in my home now is a 650w power supply.

My Question:
If I were to give up on trying to be up to date with today's gaming and wanted to buy a PC for the sole purpose of playing Shogun 2, what is the best possible computer I could buy for little to nothing that could play this title on ultra settings.

Little to nothing for a game that was made in 2011? If that means under $300, this odd setup might work for you. There's no video card included. You should probably look for a used GeForce GTX 570 on Ebay. They run about $70

If I were to substitute an AMD FX-6300 3.5GHz 6-Core OEM/Tray Processor for 30 or 40 bucks more, would this be a wise move? Is the extra cores a waste since this game will only need dual core? I may want to mess around with photo and video editing software in the future. I'm less savy with motherboards so would there be any conflict if this is the only substitution I'd consider?

The game can use more than two cores from what I hear. So if you want the FX-6300, it could work with the MSI motherboard I chose below. I did go with one stick of faster memory so you can upgrade later down the road, although you can still use the same slower memory I selected before.
