So I am sure a lot of you have already hear this whole story, I want to build a new PC capable of playing some games, on a budget etc.

I am on a pretty low budget, I want to do it as cheap as possible but still have it perform decently. My saving grace is I already have the power supply, graphics card, CPU, and RAM. But I don't know what else I will need and how much it will cost. This PC is mainly so if a friend comes over or we are doing a lan thing there is a spare PC. So far my investment is $0 because all those parts came from my main PC when I was upgrading it.

This is what I have to start
GPU: Asus R9270
CPU: Intel i3-4330
RAM: 8gb DDR3
PSU: CX 430M

I bought a pre built PC and these were what it came with, later down the road I upgraded that PC and now I have these parts lying around and I decided I should put them to use.

So in conclusion what else will I need and how much do you think it would cost?

Solution
That's a Tier 4 psu. You really should use a Tier 1 or Tier 2 PSU.

I threw in an Optical drive and an operating system., not sure if you needed/wanted either one. Kept your parts that you indicated you already had.

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i3-4330 3.5GHz Dual-Core Processor ($0.00)
Motherboard: ASRock H97M PRO4 Micro ATX LGA1150 Motherboard ($62.98 @ Newegg)
Memory: Crucial 8GB (2 x 4GB) DDR3-1600 Memory ($28.98 @ Newegg)
Storage: Seagate 1TB 3.5" 7200RPM Hybrid Internal Hard Drive ($69.88 @ OutletPC)
Video Card: XFX Radeon R9 270 2GB Core Edition Video Card ($0.00)
