Low FPS in CSGO with Nvidia GTX 980 4gb (MSI)

My fps is:
Min:62
Average:89
Max:213

But my average should be at least 200 fps i have no idea what causes this.
someone knows how to fix it? it doesn't change anything if i put my video settings high or low. Im not 100% sure but it might be my CPU

Windows 10 Pro 64-bit

CPU:
Intel Pentium G3250 @ 3.20GHz

RAM:
8,00GB Dual-Channel DDR3 @ 666MHz

MotherBoard:
ASRock H81M-VG4 R2.0

Graphics Card:
NVIDIA GeForce GTX 960 (MSI)
1366x768@60Hz

Power Supply is 500W

Be aware if you decide to go with the 6500 you'll also need to upgrade your motherboard and RAM

are you sure? because my motherboard supports i5 but it might not support RAM
