Whats wrong with my pc? (Motherboard making beeping noises)

Ever since my water cooler stopped working and killed my cpu. I've tried 3 different replacements for the cpu, and it CONSTANTLY makes my motherboard make beeping noises. I already tried using my OLD psu and still the same results. I have no clue what the problem is and I don't know what to do. PS When I removed the cpu power cable from the motherboard,booted with no problems. Motherboard: ga-f2a55m-ds2 REV 3.0 CPU: AMD Athlon x4 760k GPU: Nvidia GTX 760
 
Solution
Motherboards are large and complex. Many parts can still be working, but if one critical part is damaged, it won't post.

When I mean "booted" I mean that it didn't make any beeping noises but obviously didn't display anything. I also want to note that fans were running perfectly fine with and without beeping

It says on Gigabyte's website that Continuous beeping means a dead PSU or damaged/reseat RAM. I already replaced the ram and the PSU being dead has already been proven wrong by using a different PSU and still making the same exact continuous beeping sound
