Power supply giving under the rated voltage

Had a recent storm where the power went out. (the computer was shut down at the time) Computer was on a surge protector, but when I tried to turn on the computer, it would not turn on.
I have removed the power supply and have done the paper clip test and the power supply runs fine. I have also checked the voltage from the pins and the 5 volt pins are giving 2.66 volts.
I am unsure if this is the reason for my computer not turning on or if it in fact may be a motherboard problem.
Could anyone give me an idea of what step to take next in order to fix the computer?

You are right on it. The +5V rail will be used for the MB, hard drive, GPU, etc. If it has only 2.66V, the PC will not boot. You have to buy the new PSU.
