Voltage not overwriting?

So, i was having problems with my oc to 4.5ghz in mine 6700k and ga gaming 3, while i was running the realbench i noticied the i've set my voltages to 1.35v but in cpuid showed the my cpu wasn't using more than 1.316v. Is that normal? Also after set in the bios the new voltage it's show the still in 1.300v if i set lower than 1.3 save and reboot back into the bios it will show the voltage the i've set, but that dosn't happen if i set over 1.3v

1st, do you have the voltage set to manual or another setting?

Second, voltage settings only truly initialize once you start posting, not while in bios, the cpu runs at stock in bios. That is why boot failures happen during post when you overclock.
