Keep getting downloads failed-blocked

I just started having a problem where none of my downloads are successful. It keeps saying failed- blocked.
Oddly enough, and I don't know if this has anything to do with it but this happened immediately after my computer failed to update to windows 10, from 7.
I've searched all over and tried numerous things including temporarily disabling firewalls, making new accounts, checking user access, making sure downloads are enabled in custom level security settings, etc.
Absolutely nothing works and it's really starting to piss me off considering I didn't have this problem before trying to update to windows 10.
All I'm trying to do is a simple itunes download. I've tried downloading other programs such as ccleaner and that doesn't work either. Seems like people have had the same problem but no common solution can be found. Please help!

If you know what your licence key is for win 7, I would download this: Windows media creation tool and do a fresh install of Win 10. Naturally, back up everything you want to keep or at least, copy it onto another loacation so you can put it back on again.

You can use your Win 7 licence to register win 10.

Fresh install saner than an upgrade, upgrades tend to cause problems for those that run them.

Win 10 takes one hour to install, Win 7 takes about same but then several hours more for updates. The way Win 10 updates work, you will only ever have three at the most.

I thought of that too, but when I checked the last backup it was the same day the update failed. I didn't see any other backup dates (completely my fault for not making it a habit). I'm also wondering if the failed windows 10 update was just a coincidence or if it failed because of the same issue. My pc went through all the steps and failed twice at the very last step.
