The speed controller? Yes, you can use it to control the fan speed/noise levels. Also, you do plug into the 4-pin power header on the mobo. You should be able to plug the fan into one side of the tabbed power header.
The vertical/horizontal orientation means mounting clip support so that the fan will point towards the back or top of your case. See the 2 small tabs on clip support? Use those to position the way you want the fan to blow. Most users have the fan blow air towards the back case fan so it gets exhausted from your system more efficiently.

I see that you are ASRock specialist or so it says. My question for you is where do I plug in the cooler's fan adapter thing. Its 3ping and all the plugs on the mobo are 4 pin. Thanks in advance
