Please Help. upgraded my system and it lowered my framerates and overall performance

Recently i upgraded my systems Proccesor, Motherboard and ram.

My original build
msi z97s krait edition motherboard
i7-4790k
2 sticks of g.skill 8gb ddr3 ram
msi gtx 980
1000 watt EVGA fully modular psu
with a closed loop h60 water cooler
1 Samsung 120gb ssd
and a 1 terabyte western digital hard drive

I upgraded to:
msi zi70a m9 ack motherboard
i7-6700k
2 sticks of gskill 8gb ddr4 ram
and all the other components remain the same.

i originally tried just swapping the components. Thinking the new windows ten operating system was better at detecting drivers then those of old. However this ended up corrupting my OS.

so then i did a clean install of windows ten and i have had nothing but problem after problem.

boot times are generally slower and clicking on a program to open it takes much longer then before.

the worst of all of these problems is, I built this computer for gaming and with my 980 i have been able to run all the big games on ultra with almost no problems.
Since the upgrade even if i cut the settings of the game all the way down to low it doesnt help the frame rate drops

i used to could run fallout 4 at a solid 60 at 1080p
and the new doom game i could run solid as well.

but since these upgrades i barely break 30fps on every game.

i took it to a local computer shop and even they do not know how to help me.

If anyone has any ideas on how to help i would be grate full and response in a timely manner

i dont know what to do anymore ive tried everything i can think of please help

Check your cpu speed and see if it's the right speed when you stress test. That high cpu usage might be it. Is anything in task manager showing as the culprit?
Why did you replace a 4790K with a 6700K? They're both practically the same speed - the 6700K is less than 5% faster.

Anyway, you should not use the drivers Windows installs automatically for most things. Have you gone to Intel's website and downloaded their driver installation utility? How about nVidia's? Those two ought to cover what you need.

Once nVidia drivers are installed, make sure everything is set to default in the control panel. Most importantly, make sure anti-aliasing is not forced on.

im actually making two computers i just figured that i would use the better one for my main rig.

yes i have checked all the drivers for both the motherboard cpu and graphics cards no help

temps originally where hotter but not enough to effect anything
i updated my bios and other drivers with live update six.

the ram was installed with no change in
and i am running no overclock

i used the testing software you suggested. everything seems to have checked out.
it almost seems like i have incredible high cpu usage.
everything is acting slow with alot of mouse stuttering.
it just doesn't make since
and i tried a secon graphics card that i had laying around and i still experienced the low frame rates.
so tell me this what can cause a gpu to have low frame rates when its working perfectly??
