Newly built PC turns on and off repeatedly

Lets just say the frustration continues.

First time building a PC. I put it all together, I installed Windows 7, installed the drivers and updated the BIOS. I then attempted to boot with all four sticks of RAM because initially I could only do so with one. No display appears so I turned it off and go down to one. Again no display, so I tried each stick individually one at a time with no luck.

I then attempted to reset the CMOS. I turned off the power, disconnected the power cord, pressed the power button multiple times and removed the battery. I left it out for a bit more than five minutes. Held down the CMOS reset button for a little more than 10 seconds. I put the battery back in, connected the power cable back and I pushed the button. Now the computer turns on for 2 seconds and shuts off for 3-4 seconds, turns on for 2 seconds and shuts off for 3-4 seconds, etc.

When the CPU isn't plugged in the mobo can turn on normally and won't do the off/on loop. Not sure what to try next or what this might be.
