Help me set up SpeedFan please!

To start things off, a few months ago i upgraded to a cm 212 evo on my fx8350 from the stock cooler, but the vrms were overheating and it caused my cpu to throttle, so i installed a couple of case fans and now the problem seems to be solved.

BUT those two extra fans are freaking loud, so the setup now is basically just as loud when i only had the stock cooler, altough temps are better.

I was on Youtube the other day and saw Jayztwocent's video on SpeedFan, and i thought i might give it a try. I downloaded and installed it, lanched it, it detected my hardware, all was fine. Then i followed the video's instructions and went to configure>advanced. Jay there set the fan speeds to software controlled, but i don't get an option to do so. It may be caused by the fact the fans that are cooling the vrm are basically the cheapest you can get, but i'm not sure.

SO, is it because of my cheap fans, or is there something i overlooked?

System specs:
Mobo: MSI 970 gaming
GPU: AMD R9 270x not OC-d
CPU: FX 8350 @4.0ghz w/ CM Hyper 212 Evo
Ram: 16gb ddr3
PSU: some 600 w CM psu

1| You've forgotten to mention the make and model for your fans. If they are connected by a molex adapter instead of your motherboard then you're not going to see it pop up on Speedfan nor your motherboard BIOS.
2| Speaking of BIOS, if they are 3/4 pin fans and are connected to the motherboard, what's stopping you from controlling them in BIOS?
3| You should be mindful of yoru PSU as well, it looks to me like you have a bad tiered unit in your hands. Please follow this PSU tiered list and this post to understand how much power your system needs.

I'm pretty sure I have a CM elite power 600w, but I couldn't find it on the list, nor could I find it's efficiency rating, but based on that I'd say it's not super HQ, so a I might have to upgrade especially, since I want to get an r9 390, what psu would you recommend for that card with my setup?

Also I might give up on SpeedFan because my vrms are overheating without the extra coolers, or with only one running, and even with both running at max speed the throttling occurred again when I ran prime95 for about 15mins

Well as i said they are basically the cheapest 40mm fans(only size compatible with my cheap case) that you can get, they are around $2-5.
The power connectors are 3 or 4 pins so i will go and check the bios about that. I did so and there aren't a lot of options i can only set the fans speed between 50-100%, i set the minimum to the lowest 50% and altough they are less noisy it hasn't imporved a lot tbh, unlike on my evo fan.
And i already told you everything i knew about the PSU.

So in conclusion if i would want to have a quiter PC I'd have to get better fans, but 40mm is the only size that this case can fit, so i'll have to get a new case, which i have been planning.
