12v rail giving 24v reading

Hi all, I seem to have an issue with what could be my motherboard. My PC is a year old and today I got an error that the voltage was too high. I switched the power supply out for one which gave a normal reading on another PC, but after visiting up the PC with the new power supply it still gave the same 24v reading. Could my mobo be the issue? I am using a H97M plus Asus board.
 
How do you get that reading ? Is it from the software or the BIOS?
If you use the software, you may need to update the chipset or the BIOS first, and check the voltage again, because maybe the MB sensor don't have the right driver.
If it is from the BIOS, you may contact ASUS.

It is from the BIOS, the 5v reading is up at 9v. I haven't tested it with a multimeter yet but I assume the readings are false, because otherwise im sure my PC would have been fried at this stage. I just updated BIOS to see if it would fix it but it had no impact.
