Hi there, I recently formated my hdd (because my pc would freeze while playing video games) and installed win 8.1 pro 64 bit once again. I installed all the necessary drivers without any problems and then I tried to play CSGO. When I first joined in a DM community server my choke would jump from 1% up to 15%, at first I thought it was the server so I just disconnected and I tried to play on an official DM server. Same thing happened there. Sometimes when I join a server I cannot see players' pictures and I get disconnected within 30 seconds. I've also tried league of legends and rocket league, in both games my ping looks normal but it feels like playing with 150+ ping. It's becoming really annoying and unplayable so I would appreciate any kind of help.
Things that I've tried:
1)Reseting the router
2)Verifying game cache
3)Changing cables (wired connection)
4)Contacting ISP(they didn't find anything strange with my connection)
5)Changing tickrates
6)Reinstalling windows/cs
7)Done the windows updates
8)Reinstalling drivers
9)Checking hardware/temps
10)Searching for solutions on the internet
11)Disabling the sound card (I heard that it could be the problem)
So I'm just out of ideas what to do. My computer's tempratures are pretty low because of the air cooling system so it couldn't be an overheating problem.

cpu: amd fx 8350
gpu: xfx radeon r9 280x 3gb
mobo: gigabyte ga-970
psu: corsair rm650x 650w
hd: 1tb hdd
ram: 16gb
os : windows 8.1 pro 64 bit
The problem occured aftering formatting my hdd so I don't think it has to do with the hardware part.
