Best graphic card at 300$?

My cousin integrated graphics card is dying. I am trying to help him find a good graphic card around 300$ but have some difficulty choosing one. I read the GTX 970 would be a good one but I didn't found one at 300$. Would this graphic card be a good one: http://m.newegg.ca/Product/index?itemnumber=N82E16814487155
Also, I don't know all of his computer specifications but I know he have a AMD cpu, so would he be better with an AMD graphic card?

There is no real difference between having AMD and Intel CPUs, other than that, according to a THG article, Intel dows FCF better than AMD.

The 970 is a great card and a real standout on a price / performance basis outselling all R7 and R9 2xx and 3xx series cards combined by a factor of 2:1.
