Win7 won't detect graphics

So I was playing a game on Windows 10 and it freezes and blue screens so my PC just decides to make my gtx 980 stop working (as said in device manager) so I install Windows 7 on a new ssd of mine and it still will not detect my gtx 980. So I take out my 980, and put in my 750 ti in the completely different pci express slot, and it won't even recognize my 750. I've updated Windows to the fullest, tried switching main graphics in bios, but it still will not detect my graphics card at all, not even in device manager.
I know this isn't a dead card because the fans still spin up and it worked fine the last time I used it, before I took it out.
 
Solution
i would try rolling back to a previous System Restore state from before the issue. if that doesn't help or is not available try Windows 10's upgrade/repair option. running the install media from within Windows and choosing to keep your existing files & settings will replace OS shell data and fix most problems related to Windows.
if neither of those options helps I would consider replacing or returning the graphics card.
