Graphics card extreme performance problem

I have a GTX 760 and I have been able to play most games at a decent level. I have been overclocking it lightly for awhile now and have been experiencing major performance problems on 3D games. Games like GTA IV used to run at fantastic framerates on max setting. I have games like Witcher 3, Fallout 4, GTA 5, GTA 4 that all used to run fine. They usually run fine for a few minutes after startup, but recently it would just go from 45-60 FPS in most games to 5-10 FPS after going through a loading screen, or sleeping. I dont know what the problems are, but they make most of my higher end games run very poorly.

Could you post your full PC specs including your PSU?

I dont think the PSU is an issue because I do not raise the limit on the power it can draw. Plus it never goes over about 50% usage. The supply is not the problem. Also, it is a pre-built PC.

But the rest are as stated.
-I7 4770K
-GTX 760 (1.5G ram, yes, I know)
-8G ram
-New SSD
