Which graphics card should I use?

Hi, so I'm building a pc, it's purely conceptual at this point and solely second hand. I'm aiming to get it as cheap as possible while still being good, the benchmark being 1080p 60fps CS GO. My friend has done a similar build, and here is what I have so far:

HDD, inter changable at this point, just a suggestion
The graphics card is my main issue as I have really no idea what I should be looking at. What I'm asking is A) Is the build sensible, the HDD particularly
and B) What graphics card should I look at to be getting the aforementioned performance, ideally in the budget of under £30 second hand, the case, OS and monitor are accounted for. Any feedback would be greatly appreciated, thank you in advance.

I would not recommend the HDD on ebay. It is seller refurbished, and there is not guarantee as to the quality or if it will work properly. Also, it is enterprise storage. It is intended for servers, not a PC. You can find a new Western Digital Blue or Seagate HDD for similar prices - I would not recommend that one.

For budget graphics cards, Radeon is the place to look. I don't have much experience with them, since I use nvidia. But I know their recent series perform well. Finding one in that price range will be difficult. It looks like if you can bring the budget up a bit more, you can find some cards that are significantly better. This guy was hitting over 60 fps with the Radeon 7770 on CS GO, but had a faster CPU. https://www.youtube.com/watch?v=dz8PxwZ0zmI You should be able to get close at least.

Thanks very much, particularly with regards to the HDD, I was looking at the Western digitals earlier and just picked that one as an example, also will check out the raedons and see if I can push the budget up a bit, birthday next month. I really appreciate you taking your time to help.
