Add more RAM for photoshop, or just invest in new computer?

Hello, first of all, I'm not very computer smart so I'm sorry if I get something wrong.

I have a pretty basic computer that I bought in 2012, with 4 GB of RAM. I'm a digital artist, and although photoshop hasn't been my main program of choice, I want to try and transfer over to it. I've had it installed on my computer for a long while, but my low RAM makes it clunky and frustrating to draw in. I've been considering adding more RAM, maybe either up to 8 GB or 16 GB. It's mostly simple paintings but sometimes I may do complex illustration work with some programs in the background, would 8GB be enough?

Alternatively, I'm wondering if I should just save and invest in building a new computer entirely. This computer is a tad older and clunky, and it'd be nice to build a machine from scratch to be how I want it from the get-go. I also play video games, and my current computer absolutely cannot handle most games, so I'd like to be able to do that too. My concern is that, again, I'm not too computer smart, so I worry about doing something wrong in the process. It's also a much larger and far off investment. I can wait on having something new and being able to play games-- my main concern is being able to run photoshop effectively. But is it worth it to wait in the long run?

Motherboard is a Dell 0478VN, CPU is Intel Pentium CPU G630 @ 2.70 Ghz, basic stuff that came with it

Very sorry for the bump/double post, but something occurred to me and I'm not sure if it would work. Could I just be able to get more RAM for my computer to use now, and then if I decide I want to build a new computer later on, just take that RAM and put it into the new computer?

I've also been looking into other things, and heard an SSD may help as well. Would that be better than more RAM? Should I get both?
