How many gtx 980ti can be connected to my AsRock x99 extreme4?

PC specs:
Intel i7-5960X
Asrock X99 Extreme4
Noctua nh-d15s
Seasonic 850W 80 Gold
Fractal Desing Define S Black
Samsung 850 EVO 250GB 2.5-Inch SATA III Internal SSD

Do I need to change the PSU if I want more than one GTX 980ti?

You will need a 850 watt PSU for 2 980ti. A third requires 1000-1100 watts, and so on. It's a 250watt card.
As of the motherboard it supports up to 3 way SLI. The CPU has 40 lanes, so one card will run 8x speed while the other 2 run at x16. All at 3.0.

What does exactly mean that one card will run 8x while the others at 16x? is it bad?

so yea I was right about the 3 way SLI. but it says one PCIE 2.0 at x4 speed and 3x 3.0, 2 at x16, one at x8. I would never SLI with the PCIE 2.0 at x4 even if I could
when it says it is running 2 at x16 while the one is at 8x, it means that the speed of the last one will be slightly slower than the other 2, making a slight bottleneck, but since it is still at 8x, you really don't worry about it much. since the 5960x is a 40 lane CPU, 2 GPUs running at 16x speed will take up 32 lanes. there is only 8 lanes left for the last GPU, so it runs slower. running dual 16x is no bottleneck between the cards, while running 3 at 2 16x and one 8x will create a slight one between the first 2 and the last one. though running at one 8x isn't as bad as running one card at 16x and one at 4x (aka my board). also you need a 1100W psu for 3 way SLI 980ti says here. hey look. the 1080 PSU requirements are out
