Does a FSB:DRAM ratio of 1:18 mean that my FSB/CPU is bottle-necking/throttling my RAM speed? (CPU-Z included)

From reading other posts on memory speeds/overclocking I noticed that everyone else has a smaller FSB : DRAM ratio, like 1:1, 2:3, 1:2, etc. so I was wondering if I chose DRAM that is excessively fast for my cpu (so that my RAM might be throttling/reducing its clock speed to match the FSB clock speed). If this is the case, is there anyway to overclock the FSB on my motherboard to get closer to a 1:1 FSB : DRAM without overclocking my cpu? Or would it make sense to get new ram that has lower speed and lower latencies since my RAM speed is being slowed down anyway?

I'm a little confused on this topic, but doing my best to understand, so any explanations (and formulas/calculations) are greatly appreciated.
