ASRock Z97 Fatal1ty Killer not posting. new homemade build

Hello!

I'm building a computer for my girlfriend. This is the third build I have worked on.

Specs:

MB: ASRock Z97 Fatal1ty Killer
CPU: i5-4960k
RAM: 8GB Hyper-X Fury (x2)
SSD: Samsung 850 EVO 256GB
Heatsink: Cooler Master 212+
GPU: ASUS 4GB 960 Turbo OC (White/Red Model)
PSU: be quiet! BQ-L8 600W

I put everything together last night with no problems. I made sure everything was connected and then double checked again. I turned it on just to make sure the fans were all set up correctly but I didn't have access to a monitor so I set that off for the morning. Fans/lights all seemed to be working fine so I turned it off and went to bed.
This morning I got back to work, with a monitor equipped this time. I tried turning it on and got a whole array of different error messages. I'm going to post a list of all troubleshooting I've already done:

1. Rotated my keyboard/mouse into every USB slot. (I tried booting with every possible combo imaginable to no avail.)
2. I moved the RAM into every slot and tried booting separately. No dice.
3. I tried booting with my GPU installed and also tried booting with just integrated gfx.

First off, when I plug my monitor into the integrated hdmi slot on my MB - I get nothing. No post/no display whatsoever. My monitor doesn't even pick up the signal.

When I first tried booting with my GPU installed, I got a few different errors on the bottom right. (D7, A2, 99) After resetting the computer 3-5 times as someone mentioned on another thread, I was able to see the date/time/bios version along with 2 command options. F2 for BIOS Setup, F11 for Boot Menu. (Hitting either of the keys does nothing but turn the display off) The menu would only stay up for half a second and there was no logo. It was just DOS text.

4. I tried clearing the CMOS and I got the same results as above.

5. I currently have the MB, PSU and CPU/stock heatsink on a piece of cardboard to see if there was any interference/shorting occurring. I am getting the same exact results but I can't get passed Dr Debug Error 99.

6. I also put some of my current tower's RAM on the breadboard set-up and was still not able to post.

Couple more details:

1. GPU/Heatsink/Case fans/lights are all on and running fine.
2. There is a red LED under the PCI-E slot that is solid 100% of the time. It's right near the CMOS/BIOS headers. I can't find any mention of this worth noting in the User Manual.

Is this a guaranteed RMA or does anyone have any other ideas? I made sure to check all stickies and I've searched endlessly for an answer. Any help would be greatly appreciated.

(I think the BIOS was on version 2.3 but I'm not 100% sure, as I can't reach that menu anymore.)

Debug code 99 is related to the graphics card. If it will not boot with the graphics card uninstalled, then it is a problem with the motherboard. AsRock has always been kind to me over the years concerning RMA's. It is grounds for an RMA and you shouldn't have a problem getting one.
